Ambassador Rattray to Speak at 2017 Commencement

Ambassador Courtenay Rattray ’86, permanent representative of Jamaica to the United Nations (UN), will give the keynote address during West Virginia Wesleyan College’s Commencement ceremony to be held Saturday, May 6 at 10 a.m. in the John D. Rockefeller IV Physical Education Building. 

During his public service career, Ambassador Rattray served as Director for Bilateral Relations in the Ministry of Foreign Affairs and Foreign Trade, as well as Deputy Chief of Mission at the Embassy of Jamaica in Washington, D.C.  Prior to this, he was Special Advisor to the Minister of Foreign Affairs and Foreign Trade and previously the Special Advisor for the Minister of Industry and Investment.

Ambassador Rattray was appointed Chair of the Intergovernmental Negotiations on UN Security Council Reform in November 2014. He also served as Chair of the 69th Session of the UN Committee on Disarmament and International Security and Chair of the Permanent Memorial Committee for the UN’s project to erect a memorial in honor of the victims of slavery and the Transatlantic Slave Trade.  He was the co-facilitator of the UN consultation process to review and assess progress achieved in the prevention and control of non-communicable diseases.

Before joining the public service, Ambassador Rattray was the Executive Director of the Jamaica Marketing Company, Ltd., a trading company based in the United Kingdom owned by the Government of Jamaica.  He has also served as Jamaica’s Trade Commissioner in London.

The Ambassador has also been active in the field of education, having served as Chairman of the Board of Waterford High School in Jamaica, Chairman of the Jamaica Basic Schools Foundation, and mentored at Excelsior High School in Jamaica, his alma mater.  In addition, he has served as a member of the board of directors of several Jamaican governmental bodies. 

Ambassador Rattray holds a BA in International Studies from Wesleyan, an MSc. in International Business from South Bank University in London, and an MA from the Fletcher School of Law and Diplomacy at Tufts University in Boston.
